1. Login CPanel
2. click File Manager
3. New File -> .htaccess (if not existing) or Edit .htaccess (if existing)
4. Enter the following code:
ErrorDocument 404 /404.html
5. Click New File -> 404.html
6. Edit 404.html
7. Fill with your creation coding then Save
8. Finish
The appearance of your 404 website will be interesting and unusual and can be added with important information that the accesser needs, you can see examples of other 404 creations on search engines, such as on Google.
